Dumb. Looks like PERS is going to be restricted to just investing in carbon-neutral companies. Which means it may miss out on some good investments, and that someone is going to have to be paid to look over every single potential investment and decide if it's good enough to invest in. The time and dollars spent that have to go to satisfy this insane requirement. So does that mean PERS is going to invest only in solar panel companies and windmill farms? Do they still like Tesla, or is that just out of the question?
